The African Capacity Building Foundation (ACBF) has received financing from the African Development Fund (ADF) toward the cost of the Capacity Development for Africa’s Structural Transformation (CADAST) Project which aims to enhance intra-African trade effectiveness in RMCs to advance Africa’s regional integration agenda and strengthen economic and financial governance for green growth and efficient use of public resources in RMCs. ACBF intends to apply part of the agreed amount for this grant to payments under the contract for Activity 2.2.1 Individual Consultant to Conduct a Regional Workshop on Climate Swaps, Green Bonds, Blue Bonds, and Other Climate Financing Instruments.
Brief Description on the services included under this project is provided below:
Over the last decade, many African countries have seen their public debt increase due to several chocks, namely infrastructure investment needs, commodity price shocks, the COVID-19 pandemic, and intensifying climate disasters; as of 2024, over 20 countries were in or at high risk of debt distress, with some already undergoing debt restructuring. Simultaneously, Africa disproportionately suffers from the impacts of the climate crisis despite a low contribution to global emissions and needs $2.7 trillion by 2030 for its Nationally Determined Contributions (NDCs), yet climate finance only amounts to $30 billion per year.
To address this dual crisis, innovative financial solutions such as debt-for-climate swaps, green bonds, and blue bonds are promising, although their adoption is hindered by the lack of technical capacity in African Debt Management Offices (DMOs), the absence of legal frameworks, a lack of market confidence, and a limited understanding of the modalities. A regional workshop therefore aims to strengthen the capacity of DMOs from 12 African countries so that they can leverage these instruments, in line with continental initiatives such as the African Union Climate Strategy.
Scope of Work
The selected consultancy firm will be responsible for carrying out the following tasks:
- Conduct a needs assessment to identify the specific training needs in climate Swaps, Green Bonds, Blue Bonds, and Other Climate Financing Instruments,
- Develop detailed training methodologies and tools, including training manuals, modules covering keys topics,
- Provide the needed technical support for the effective delivery of the training, including suggested training methods, materials, and evaluation techniques.
The duration of the assignment is eight (08) months from December 2025 to July 2026.
The African Capacity Building Foundation now invites eligible individual consultants to indicate their interest in providing these services. Interested Individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, technical qualifications, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s as specified in the Bank’s Procurement Framework, dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework, which is available on the Bank’s website at http://www.afdb.org
