1. Background and Context
1.1 Institutional Context
The African Capacity Building Foundation (ACBF) is a pan-African institution established in 1991 to strengthen human and institutional capacities critical for Africa’s inclusive and sustainable development. As a Specialized Agency of the African Union for Capacity Development, ACBF operates across continental, regional, and national levels, supporting public institutions, regional bodies, think tanks, training institutions, and other development actors.
To ensure accountability, learning, and effectiveness of its capacity development interventions, ACBF adopted the Managing for Development Results (MfDR) approach and established a formal Monitoring and Evaluation (M&E) function in 2008. This commitment was operationalized through the adoption of the Evaluation Policy in 2010 and the issuance of the M&E Manual in 2013, which together provided guidance on results monitoring, measurement, evaluation, reporting, and learning across ACBF-supported programs.
In recent years, ACBF has undergone significant strategic and organizational transformation, including the adoption of a new strategy, a new business model and revised program management architecture. The implementation of the Foundation Strategic Plan 2023 – 2027 with the growing demand of program effectiveness and impact require a more rigorous and systematized, modern, and quality-assured approach to program performance management that is fully aligned with the Foundation’s current operational realities.
1.2 Justification of the Assignment
Considering the above context, ACBF seeks to conduct a comprehensive review and enhancement of its Program Performance Management and Learning System (PPMLS) supported by a robust Quality Assurance Framework (QAF). These instruments will modernize the Foundation’s results management architecture, strengthen strategic decisionmaking at all levels, reinforce organizational accountability and risk management, enhance donor confidence and external reporting credibility, and institutionalize learning and adaptive management.
The Foundation is hereby seeking the services of a qualified M&E firm to undertake this assignment. These Terms of Reference describe the context of the assignment and outline its objectives and scope of work, the required methodology, the expected deliverables and the consultants’ qualification requirements.
2. Objectives
The overall objective of this assignment is to realign ACBF’s institutional results-based management capacity with the Foundation’s strategic direction and new business model through the design and operationalization of an integrated Program Performance Management and Learning System and Quality Assurance Framework.
The specific objectives of the assignment are to:
- Perform a full audit and assess the effectiveness, gaps, and constraints of ACBF’s current M&E system.
- Design a robust standardized Program Performance Management and Learning System covering the full program cycle and focusing on measuring and reporting on outcomes and impact of ACBF’s work, including digital.
- Establish a Quality Assurance Framework to ensure consistency, rigor, and credibility of program processes and results.
- Develop practical orientation guides to facilitate understanding and adoption of the new system.
- Strengthen staff capacity to consistently apply results based planning, monitoring, reporting, and quality assurance standards across the entire program cycle.
3. Scope of Work
The assignment will mainly consist of completing the following tasks using an iterative approach:
- Diagnostic of ACBF M&E System: A comprehensive diagnostic of ACBF’s existing M&E system will be conducted including a review of policies, manuals, tools, reporting processes, roles, capacities, and information systems. As part of the process, the consultant should assess the current M&E oversight and management structure and propose a revised structure that best fits ACBF’s evolving architecture and business model.
- Development of Program Performance Management and Learning System (PPMLS): The key findings of the diagnostic will inform the design and documentation of the Program Performance Management System. The consultant team will be working closely with the Lead MERL and other Unit heads, and should adapt, update, and revise existing documents and tools (e.g., operational and corporate results frameworks, indicators and related instruments, and digital tools) to ensure full alignment with the new system to be put in place. The PPMLS system will define standardized processes, workflows, and tools for planning, monitoring, evaluation, reporting, and learning across the program cycle. It will clarify roles and responsibilities, harmonize indicators and reporting structures, integrate operational-level and corporate-level performance management, and support evidence-based decision-making.
- Preparation of Program Quality Assurance Framework (QAF): A Program Quality Assurance Framework will be developed establishing minimum quality standards and assurance mechanisms applicable at all stages of the program cycle. The framework will define quality criteria, review checkpoints, validation procedures, and accountability arrangements to ensure consistency, rigor, and credibility of program design, implementation, monitoring, evaluation, and reporting.
- Preparation of Program Performance Management Orientation Guide: A user-friendly Program Performance Management and Learning Orientation Guide will be prepared to translate the PPMLS and QAF into practical guidance for staff. The guide will explain key concepts, workflows, tools, and expectations in clear and accessible language, supporting effective adoption and day-to-day use.
- Staff Training in Program Performance Management and Quality Assurance: Training modules will be designed and delivered for the relevant ACBF staff. The training will focus on building practical skills in results-based management, performance monitoring, quality assurance, and use of performance information. The training sessions should be based on practical cases utilizing the current program and projects documents so that revised and updated documents could be direct outcomes from the training sessions. Training effectiveness will be assessed through pre- and post-training evaluations.
4. Methodology
The assignment will be implemented using a participatory, evidence-based, and systems-oriented methodology designed to ensure both technical rigor and institutional ownership. The methodological approach will recognize that the development of a Program Performance Management and Learning System and Quality Assurance Framework is not merely a technical exercise, but an organizational change process that must be grounded in ACBF’s institutional context, capacities, and strategic direction. A phased approach will be used combining analytical work, stakeholder engagement, system design, validation, and capacity strengthening. Throughout the assignment, close collaboration with ACBF management, program units and teams, and other relevant departments will be emphasized to ensure relevance, feasibility, and sustainability of the proposed systems.
Findings from each phase will be discussed with ACBF to allow iterative refinement of the approach and early integration of lessons into ongoing operations.
5. Key Deliverables and Timeline
The assignment, expected to be completed within four (4) months and no later than 31 July 2026, should be structured around the key deliverables as described below. A detailed timeline will be agreed with the consultant during the inception phase. The key deliverables are as follows:

6. Consultant Qualification Requirements
The assignment requires a M&E firm with strong technical expertise, relevant institutional experience, and demonstrated experience and capacity to deliver complex performance management and learning systems.
Profile of the Consultancy Firm
ACBF seeks to hire a competent firm having adequate staffing and with extensive experience in impact measurement systems design for multiple development organizations. To be qualified for the assignment the firm should meet the following specific requirements:
- Registered business company in Africa with a minimum of 10 years of existence.
- Proven track record in designing and deploying results-based monitoring, evaluation, reporting and learning for International Development Organizations in Africa.
- Familiar with institutional M&E best practices across development sectors in Africa.
- Has a team of experts with proven experience in undertaking similar assignments in African context.
Composition & Qualifications of Assignment Team
The consultancy firm shall propose a team comprising a minimum of two experts with extensive and demonstrated experience in designing and implementing results-based performance management systems. The proposed team members should collectively meet the following qualification requirements:
Team Lead
- Advanced degree (Master or PHD) Development Studies, Social Sciences, Organizational Development with certification in Monitoring and Evaluation.
- At least ten (10) years of experience in coordinating a team of experts in undertaking similar assignments for development organizations in the past.
- Demonstrated experience working with international development organizations and multi-‑funded programs, preferably in capacity-building contexts in Africa
- Proven experience in facilitating participatory processes, stakeholder consultations, and validation workshops.
- Demonstrated capacity to design and deliver effective training and capacity-building programs in M&E and performance management.
- Excellent analytical, writing, and communication skills, with the ability to translate complex technical concepts into practical, user-oriented tools.
- Fluency in English is required; proficiency in French is a strong asset.
M& System Design Expert
- At least a Master’s degree in Monitoring and Evaluation, Development Studies, Organizational Development, or related field.
- At least five (5) years of experience in designing and implementing results-based performance management systems including quality assurance mechanisms for development organizations.
- Proven experience in developing M&E policies, manuals, operational guidelines, digital database, and tools.
- Strong understanding of Managing for Development Results (MfDR), results-based management, and international evaluation and quality assurance standards.
- Demonstrated capacity to design and deliver effective training and capacity-building programs in M&E and performance management.
- Fluency in English is required; proficiency in French is a strong asset
7. Institutional Arrangements and Reporting
This section clarifies the operational and reporting structure for the assignment to ensure a smooth and efficient review process.
- Reporting: The consultant team will be supervised by the Director of Programs and Impact and will work closely with a core team of ACBF composed of different internal stakeholders. The PID Director will serve as the primary focal point for all contractual and technical matters related to this consultancy.
- ACBF Support: ACBF will provide the consultant with all necessary documentation required for the assignment. The Foundation will also facilitate introductions to key stakeholders to schedule interviews and gather information. Where necessary, ACBF will handle logistical arrangements for any required travel.
8. Evaluation criteria (quality cost-based selection method-70/30)
Evaluation of the proposals will be evaluated based on quality and cost-based criteria.
The evaluation committee shall evaluate the technical Proposals based on their responsiveness to the Terms of Reference, applying the evaluation criteria, and point system specified below. A technical proposal shall be rejected at this stage if it does not respond to key aspects of the Terms of Reference or if it fails to achieve the minimum technical score indicated. The minimum technical score required to pass is: 70 Points. The financial proposal will be evaluated at 30 points.

2. Justification
The ACBF Strategy 2023–2027 recognizes that achieving sustainable development impact requires moving beyond fragmented, project-based interventions toward institutional platforms that are financially sustainable, partnership-driven, and capable of delivering impact at scale.
As Ubora Academy expands its portfolio of leadership, governance, and Public Financial Management programmes among other areas, there is a strategic need to strengthen its business development and marketing capacity. This includes diversifying its offerings and expanding its reach to various audiences and geographies, in a financially sustainable way; and strengthening Ubora Academy’s positioning within Africa’s capacity development ecosystem.
In this context, ACBF seeks to recruit a Business Development Consultant to support the design and operationalization of a structured business model and marketing strategy for the Ubora Academy services offering sustainability, in line with the ACBF Strategic Plan 2023–2027.
3. Objectives of the Assignment
The overall objective of this assignment is to strengthen Ubora Academy’s institutional sustainability and impact by developing and supporting the implementation of business development, partnership, and marketing strategy aligned to the ACBF Strategic Plan 2023–2027.
The specific objectives are to:
- Propose cost recovery-based model for current available trainings
- Strengthen Ubora Academy’s comparative advantage and strategic positioning.
- Identify opportunities for revenue-generating learning products and services.
- Strengthen internal systems and tools for sustainable business development.
4. Scope of Work
The Business Development Consultant will undertake the following tasks:
- Strategic Analysis and Positioning
- Review Ubora Academy’s mandate, current services or programmes, business plan and alignment with the ACBF Strategy 2023–2027.
- Analyse the capacity development market and partners’ landscape.
- Refine Ubora Academy’s current services value proposition, Course format, structure and positioning as a pan-African centre of excellence.
- Develop comprehensive Ubora Academy business model and business model canvas
- Business Development and Marketing Strategy
- Develop a Resource Mobilization Strategy for the Ubora Academy service offerings.
- Design Business Marketing Management strategies for Ubora Academy
- Propose learner and customer engagement strategy for Ubora Academy courses
- Strengthen internal proposal development processes and develop marketing templates
- Market Research and Development
- Develop a market segmentation strategy, identifying strategic customers and partners (development partners, governments, regional institutions, private sector).
- Craft design thinking framework to improve learner’s experience on the Ubora Academy online platform
- Develop partnership concept notes and engagement briefs.
- Revenue Generation and Sustainability
- Identify opportunities for fee-based programmes, executive education, and customised training.
- Propose pricing, cost-recovery, and sustainability models for the Ubora Academy courses. Provide mentoring or coaching to relevant Ubora Academy staff on business development practices.
5. Methodology
The Consultant will adopt a consultative and iterative approach, including but not limited to the following:
- Desk review of ACBF and Ubora Academy strategic and programmes documents.
- Stakeholder consultations with beneficiaries, ACBF management, and staff.
- Partners and market analysis with their proposed costing models.
6. Expected Outputs and Deliverables
The Consultant will deliver:

The required qualification, competencies and experience for this role include:

- At least 10–15 years of professional experience in business development and marketing in the adult learning industry.
- Proven experience working with development partners and government.
- Demonstrated success in proposal development, services marketing and engagement with government and private actors’ clients.
- Strong understanding of capacity development, public sector governance, public financial management.
- Excellent proposal writing, stakeholder engagement, analytical, writing, and communication skills.
- Experience working with pan-African or regional institutions will be a strong advantage.
9. Consultant’s Input and Reporting Requirements
The selected Consultant will work closely with staff of ACBF and will report to the Director of Programs and Impact Department, or its designated person.
10. Evaluation of the proposals
The selection method for this assignment is individual consultant selection. The technical evaluation committee shall evaluate the CVs and experience based on their responsiveness to the Terms of Reference, with a minimum technical score required being 70 Points specified below.
A technical proposal shall be rejected at this stage if it does not respond to key aspects of the Terms of Reference or if it fails to achieve the minimum technical score indicated. Financial proposals will be evaluated after the technical assessment is completed and only those consultants whose technical proposals have been accepted will be evaluated and a proposal with the most economical cost will be selected.

11. Location and Working Arrangements
This assignment is both a field and home-based consultancy. The Consultant will be given access to ACBF relevant information such as project information and reports as well as online research resources. The Consultant will be responsible for providing her/ his/their own workstation (i.e., laptop, internet, phone, scanner/printer, etc.) and access to reliable internet connection. In case of travel to member countries, ACBF will be responsible for all related costs.

The proposal should include as a minimum:
- A proposal responding to the points in this TOR, with reference list of at least 3 previous similar assignments. A time plan in accordance with table no.1 above should be included.
- A copy of Curriculum Vitae (CV) for the individual conducting the consultancy.

The consultancy’s overall objective is to provide design and layout services to ACBF in creating awareness of its capacity development interventions in Africa. The specific objectives are outlined in the scope of work below:

4.3 The candidate should provide proof of at least five design jobs and five layout jobs.
4.4 Ability to design using various design software packages. Competence in the following design applications is mandatory: Adobe Suite (Photoshop, InDesign, Illustrator), Corel Draw, and any other software package pertaining to the scope of work.
4.5 Excellent skills in data visualization and experience in info-graphic design.
5. Expected Deliverables

The graphic designers will be engaged for an initial period of two years, renewable, subject to confirmation by ACBF.
8. Working arrangements
The Head of Communications and Influencing will provide clear directions to the graphic designer and supply all relevant information needed for a specific assignment. The assignments are home-based, and the graphic designer is expected to use his or her own equipment (i.e., software, laptop, internet connection, etc.).

2. Objective
The consultancy’s overall objective is to provide professional photography and videography services to ACBF to raise awareness of its capacity development interventions in Africa.

It is against this background that ACBF would like to engage journalists to produce high quality journalistic articles on topical capacity development issues and/or act as fixers to organize media coverage of ACBF events and issues.
2. Objectives of the assignment
The main objective of this consultancy is to attain greater visibility of ACBF’s achievements in the past and moving forward in the region and internationally.
2.1 Specific Objectives
- Engage and inform ACBF stakeholders and the public on ACBF’s successes, programmatic activities, and corporate events.
- Revive the confidence of traditional donors and member States, to help garner more support for the work of ACBF.
- Engineer more buy-in into, and implementation of the ACBF’s policy advice.
3. Scope of work
The individual consultants will run interviews and write well-researched and high-quality articles. They will specifically be engaged to perform the following duties:
- Write articles on capacity development issues with themes as directed by the Head, Communications and Influencing.
- Write human interest feature articles on ACBF supported projects.
- Write analytical articles from ACBF publications including the Annual Report, Africa Capacity Report, Development memoirs, Case Studies and policy briefs as assigned.
- Utilize storytelling to showcase ACBF’s impact across the continent.
- Draft communications campaigns to promote the work of the foundation
- Draft Opinion-Editorials (Op-Eds)
- Follow-up for media placements of ACBF stories/Op-Eds and public service announcements (construed as adverts by some media entities).
- Mobilize media to cover ACBF events and visits of the ACBF Executive Secretary in their countries/constituencies through drafting and forwarding of coverage requests and with follow-up phone calls.
- Package a round-up of media coverage (press book) of such activities in accessible formats such as links and PDF files on audio-visual and print media outputs resulting from each assignment.
- Negotiate for interview opportunities with the Executive Secretary of ACBF or any delegated spokesperson given such a mandate by the Executive Secretary and work with the ACBF’s Head, Communications and Influencing or other designated officials to propose interview protocols.
- In collaboration with the designated ACBF officials, pitch story ideas to journalists covering the events from which the consultant has been assigned as well as to those within the Consultant’s network.
- Respond promptly to media inquiries on the events/issues assigned to cover.
- Collaborate with ACBF’s Communication Unit to organize/handle accreditation matters for journalists covering ACBF events within the consultants’ jurisdiction.
4. Specific tasks
The individual consultant is expected to provide and satisfactorily perform the tasks below. ACBF might as well request a combination of two or more tasks.
4.1 Writing Tasks
News articles must be submitted within a maximum period of 5 days from the date of assignment and opinion editorials within 8 days from the date of assignments. Any other writing materials must be submitted within the specified period assigned by the Head, Communications and Influencing. The articles and writing materials must be submitted by email as soft copies in MS Word, editable format. Pictures taken should be at least 5 megapixels, high resolution, Jpeg or Png format.
4.2 Mobilization of Press for Media Coverage and Content Placement
For events organized within the Individual Consultant’s constituency or elsewhere as agreed upon with ACBF, the said consultant would be required to mobilize at least the following types of media outlets to cover the event and conduct interviews with the Executive Secretary or other ACBF spokespersons:
- The country’s National Television Broadcaster
- The Country’s National Radio Broadcaster
- The Country’s most influential state-owned newspaper
- At least two international radio broadcasting correspondents (BBC is mandatory for Anglophone Africa, while either BBC Afrique or Radio France International is mandatory for Francophone African countries)
- At least 2 international TV correspondents from any of the following: BBC, CNN, CNBC Africa, Africa 24, Africa 24, Vox Africa, Channel Africa, SABC, TV5 Monde, CGTN, VOA, Deutsche Welle, Sky News, France 24, Euronews, Africanews, Afrique Media, News 24.
- If in East Africa, at least one of the following regional papers: East African, Daily Nation, The Standard
- If in Southern Africa, all should be done to ensure coverage by at least one of the following regionally circulated papers: Mail & Guardian, the Sunday Times
- At least one private nation-wide newspaper
- At least one private Television channel
- At least one influential local FM Radio
4.3 Interview Opportunities
For missions of the Executive Secretary which do not require the mobilization of media from a protocol standpoint or as a matter of time exigencies, the Individual Consultant will be required to negotiate for interviews with specific international news outlets that would be specified by ACBF.
5. Reporting Line
The individual consultants’ report to the Head, Communications and Influencing and any other staff as may be designated.
6. Qualifications and Experience Requirements
- Professional qualification in Journalism, Communication or Literature. A master’s degree in social sciences or arts is desirable. In the absence of these qualifications, 10 years of distinct journalistic/writing experience would be considered.
- At least five (5) years’ experience as writers/reporters. Two years writing on developmental issues is desirable.
- At least three (3) years’ work experience at a national or regional mainstream newspaper/publication or five years of editorial experience with a recognized broadcasting company.
- The candidate should provide link/ access to at least five (5) published articles or broadcast stories under their by-line.
7. Consultancy Duration
The journalist will be contracted under a Framework Agreement for an initial period of two calendar years. The contract is renewable, subject to satisfactory performance and ACBF option for up to three calendar years.
8. Working arrangements
In terms of news article writing, ACBF will assign themes and provide guidance on the scope for the articles to be written, avail publications for review and other documents to inform the articles to be prepared. The individual consultants will write and submit the articles to his / her respective line of reporting. ACBF will subsequently determine what articles will be used for its communication.
Equally, regarding mobilizing press for media coverage of events as well as negotiating for interview and Op-ED placements, ACBF will provide guidance for the type of media it seeks for such coverage and placements and define jointly with the consultant quick interview protocols.
When such a need arises, ACBF will contact the individual consultant in advance with a summary description of the assignment.
During the assignment, ACBF will provide the necessary guidance and directions to the consultant including but not limited to which organization/ entity to visit for interviews, contact person and pertinent information needed to perform any particular assignment.
Upon completion of the task, the individual consultant will send his/her final invoice of the required output to his/her direct line of reporting. ACBF should confirm its acceptance and proceed to payment accordingly.
All assignments are home based. The consultant is expected to use own equipment (i.e. laptop, internet connection, printer) to produce the required output.
9. Intellectual Property

These events vary in scale, geographic location, duration, and complexity, and are implemented at continental, regional, and national levels.
To ensure efficiency, consistency, value for money, and adherence to international standards in the planning and delivery of its events, ACBF intends to establish a Framework Agreement with qualified Event Management Agencies. The framework will allow ACBF to draw on a pre-qualified pool of service providers over a defined period, as and when specific event needs arise
2. Objective(s) of the Assignment
The overall objective of this call is to identify and pre-qualify competent and experienced Event Management Agencies to be engaged in and provide event management services to ACBF on a call-off basis.
Specifically, the framework agreement aims to:
- Ensure timely, professional, and high-quality delivery of ACBF events
- Establish a reliable pool of event management partners capable of supporting diverse event formats and contexts
- Improve efficiency and cost-effectiveness in procuring event management services
- Ensure compliance with ACBF’s quality, sustainability, and reporting standards.
3. Scope of Services, Tasks (Components) and Expected Deliverables
3.1 Scope of Services
Under the framework of agreement, selected Event Management Agencies may be required to provide end-to-end event management services for a variety of ACBF events. The scope outlined below is indicative; specific tasks and deliverables will be detailed in individual call-off assignments.
3.1.1 Pre-Event Phase
Agencies may be required to but not limited:
- Develop comprehensive event management and delivery plans, including timelines, budgets, roles, and risk mitigation measures
- Coordinate with venues, hotels, service providers, and local authorities
- Support the implementation of event communication and visibility plans
- Manage participant registration processes (physical and/or virtual), including invitation dissemination, RSVP tracking, confirmations, and updates
- Coordinate with speakers, moderators, panelists, and VIPs/VVIPs, including agenda confirmations and logistical arrangements
- Support visa facilitation, travel coordination, accommodation bookings, and local transportation, where required
- Prepare draft correspondence and logistical notes for signature by ACBF management
- Participate in regular planning and coordination meetings with ACBF teams and event organizing committees.
3.1.2 Event Implementation Phase
During events, agencies may be required to but not limited:
- Provide stage, branding/design and printing services for the event
- Set up and brand venues in line with event themes, ACBF branding guidelines, and protocol requirements
- Arrange seating and provide audio-visual equipment, interpretation systems for exhibition areas, and break-out rooms
- Manage on-site logistics, including registration desks, participant flow, security coordination, and protocol support
- Provide equipment for hybrid or virtual event components
- Monitor online platforms and provide technical support
- Provide interpretation and translation services including equipment, as required
- Coordinate side events such as media briefings, exhibitions, dinners, networking sessions, and field visits
- Ensure smooth execution of the event program in close collaboration with ACBF, IT, and communications teams
- Provide on-site troubleshooting and real-time problem resolution.
3.1.3 Post-Event Phase
Agencies may be required to but not limited:
- Submit a final service delivery report highlighting achievements, challenges, lessons learned, and recommendations.
3.1.4 Expected Deliverables
Depending on specific call-off assignments, deliverables under the framework agreement may include:
- Event management and implementation plans
- Detailed budgets and cost breakdowns
- Successfully delivered physical, virtual, or hybrid events in line with agreed terms
- Daily or periodic event briefs and updates, as required
- Event proceedings, participant lists, and attendance records
- Audio-visual packages (photos and videos)
- Final service delivery reports.
The framework agreement will be established for an initial period of two years with the possibility of extension subject to satisfactory performance and ACBF’s requirements.
3.2 Sustainable Procurement Requirements
ACBF is committed to managing its business and executing contracts in an environmentally and socially responsible manner. Bidders should set out how they will deliver the contract in a sustainable manner.

Consultants are expected to observe the possibility of reducing cost and ensuring that value for money is extended ACBF.

- Excellent communication skills (oral and written) in English and French. The ability of the firm’s team to communicate in other languages, such as Amharic Portuguese and Arabic, will be an added advantage.

Background
The African Capacity Building Foundation (ACBF) is commissioning an independent Mid-Term Review (MTR) of the third phase of its Capacity Building for Tobacco Control Program, Strengthening Capacity for Sustainable Tobacco Control in Africa (TC3). This phase, implemented from August 2023 to July 2027, builds on a long-standing partnership between ACBF and the Bill & Melinda Gates Foundation (BMGF) initiated in 2014 to advance the tobacco control agenda in Africa. TC3 engages 13 sub-awardees operating across 12 African countries1 and aims to consolidate institutional gains and deepen policy influence achieved in earlier phases. Having reached the midpoint of implementation, the program now requires an independent and comprehensive assessment to determine progress toward expected results, emerging lessons, and opportunities for improved delivery during the remaining period.

The African Capacity Building Foundation (ACBF) has received financing from the African Development Fund (ADF) toward the cost of the Capacity Development for Africa’s Structural Transformation (CADAST) Project which aims to enhance intra-African trade effectiveness in RMCs to advance Africa’s regional integration agenda and strengthen economic and financial governance for green growth and efficient use of public resources in RMCs. ACBF intends to apply part of the agreed amount for this grant to payments under the contract for Activity 2.2.1 Individual Consultant to Conduct a Regional Workshop on Climate Swaps, Green Bonds, Blue Bonds, and Other Climate Financing Instruments.
Brief Description on the services included under this project is provided below:
Over the last decade, many African countries have seen their public debt increase due to several chocks, namely infrastructure investment needs, commodity price shocks, the COVID-19 pandemic, and intensifying climate disasters; as of 2024, over 20 countries were in or at high risk of debt distress, with some already undergoing debt restructuring. Simultaneously, Africa disproportionately suffers from the impacts of the climate crisis despite a low contribution to global emissions and needs $2.7 trillion by 2030 for its Nationally Determined Contributions (NDCs), yet climate finance only amounts to $30 billion per year.
To address this dual crisis, innovative financial solutions such as debt-for-climate swaps, green bonds, and blue bonds are promising, although their adoption is hindered by the lack of technical capacity in African Debt Management Offices (DMOs), the absence of legal frameworks, a lack of market confidence, and a limited understanding of the modalities. A regional workshop therefore aims to strengthen the capacity of DMOs from 12 African countries so that they can leverage these instruments, in line with continental initiatives such as the African Union Climate Strategy.
Scope of Work
The selected consultancy firm will be responsible for carrying out the following tasks:
- Conduct a needs assessment to identify the specific training needs in climate Swaps, Green Bonds, Blue Bonds, and Other Climate Financing Instruments,
- Develop detailed training methodologies and tools, including training manuals, modules covering keys topics,
- Provide the needed technical support for the effective delivery of the training, including suggested training methods, materials, and evaluation techniques.
The duration of the assignment is eight (08) months from December 2025 to July 2026.
The African Capacity Building Foundation now invites eligible individual consultants to indicate their interest in providing these services. Interested Individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, technical qualifications, etc.).
