Established in 1991, ACBF builds human and institutional capacity for good governance, effective public sector management, and inclusive and sustainable development across Africa. Over the past three decades, ACBF has supported governments, regional institutions, civil society, and the private sector in more than 45 African countries.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ACBF\u2019s Strategic Plan 2023\u20132027 repositions the Foundation to deliver results-driven, scalable, and sustainable capacity development solutions. The Strategy places strong emphasis on&nbsp;leveraging&nbsp;strategic partnerships to achieve impact at scale;&nbsp;mobilizing&nbsp;diverse and innovative financing;&nbsp;to enhance&nbsp;ACBF\u2019s institutional effectiveness, sustainability, and&nbsp;knowledge&nbsp;leadership.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within this strategic framework,&nbsp;Ubora&nbsp;Academy serves as ACBF\u2019s flagship learning and capacity development platform, responsible for translating ACBF\u2019s strategic priorities into high-quality, demand-driven, and scalable learning&nbsp;programmes&nbsp;for African public servants and leaders.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the training arm of the ACBF, the Ubora Academy contributes directly to achieving ACBF\u2019s Strategic Objectives by strengthening leadership, governance, and public-sector effectiveness across the continent.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">2. Justification&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The ACBF Strategy 2023\u20132027&nbsp;recognizes&nbsp;that achieving sustainable development impact requires moving beyond fragmented, project-based interventions toward institutional platforms that are financially sustainable, partnership-driven, and capable of delivering impact at scale.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Africa continues to invest billions of dollars annually in development projects, yet many projects experience delays, procurement bottlenecks, weak contract management, and poor coordination. Through Ubora Academy, ACBF has developed the Enhancing Project Implementation Capacity (EPIC) project to strengthen project delivery competencies across Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le <strong>(EPIC) Program<\/strong> is designed to address Africa\u2019s persistent challenges in executing government and donor-funded projects. Despite substantial financial flaws, inefficiencies in procurement, weak institutional systems, fragmented implementation structures, and insufficient technical capacity undermine the continent\u2019s ability to translate investment into tangible development outcomes. EPIC provides a structured approach to strengthen the effectiveness of project delivery ecosystems, enabling African governments and public agencies to achieve greater efficiency, transparency, and developmental impact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rationale for the EPIC Program rests on a recognition that conventional capacity development approaches isolated training courses, individual skills workshops, and policy-heavy seminars have not resolved Africa&#8217;s project implementation crisis. The continent requires a fundamentally different model: one that targets the entire project execution system, embeds learning in real delivery contexts, and drives measurable improvements in implementation performance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ACBF plans to conduct the Capacity Needs Assessment for the EPIC project, with funding from the ABF\/GIZ partnership. This exercise responds to the shared commitment of ACBF and GIZ to strengthen the capacity of African institutions and project implementation actors to deliver development interventions more efficiently, effectively and sustainably.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ACBF is now seeking a consultant to conduct the Needs Assessment.<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">3.\u00a0Objectives\u00a0of the Assignment\u00a0<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The overall&nbsp;objective&nbsp;of this assignment is to conduct the capacity needs assessment of African countries\u2019 development projects and programs for the effective delivery of the EPIC project.<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">4. Scope of Work&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Consultant will undertake the following tasks:\u00a0<\/strong><\/p>\n\n\n\n<ol style=\"list-style-type:lower-alpha\" class=\"wp-block-list\">\n<li>A Desk review<\/li>\n\n\n\n<li>Research and Data collection on Project Implementation capacity in selected Ministries.<\/li>\n\n\n\n<li>Stakeholder mapping<\/li>\n\n\n\n<li>Project implementation capacity landscape and potential partnerships, including accreditation strategy<\/li>\n\n\n\n<li>Country Needs Assessment.<\/li>\n\n\n\n<li>Online surveys, questionnaires and interviews for representatives from Ministries and related stakeholders.<\/li>\n\n\n\n<li>Capacity improvement Plan as the \u00a0EPIC interventions strategy<\/li>\n\n\n\n<li>Course structures including mode of delivery, duration and target audience.<\/li>\n\n\n\n<li>Recommendation for the effective implementation of the program.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">5. Methodology&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Consultant will adopt a consultative and iterative approach, including&nbsp;but not limited to the&nbsp;following:&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Desk review of project management capacity with selected ministries, including their project management ecosystem.<\/li>\n\n\n\n<li>Benchmarking on similar interventions in Africa and globally.<\/li>\n\n\n\n<li>Stakeholder mapping and potential partnerships, including accreditation models.\u00a0<\/li>\n\n\n\n<li>Online surveys, interviews, and questionnaires for representation of selected Ministries and related project management stakeholders.<\/li>\n\n\n\n<li>Development of a capacity improvement plan which serves as EPIC intervention Strategy.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">6. Expected Outputs and Deliverables&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Consultant will deliver:\u00a0<\/strong><\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>Kickoff meeting: Report outlining approach,\u00a0methodology, and\u00a0work plan.\u00a0<\/li>\n\n\n\n<li>Stakeholder mapping and potential partnerships report, including accreditation strategy\u00a0<\/li>\n\n\n\n<li>Capacity needs assessment report<\/li>\n\n\n\n<li>Capacity improvement plan as EPIC intervention Strategy<\/li>\n\n\n\n<li>Final report<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\"><\/ol>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">7. Qualifications and Experience&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The\u00a0required qualifications, competencies and experience for this role include:\u00a0<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A minimum of a\u00a0master&#8217;s degree in Project management\u00a0Economics, Development Studies, Public Policy, or related fields.\u00a0<\/li>\n\n\n\n<li>At least 10\u201315 years of professional experience in planning and national project management.\u00a0<\/li>\n\n\n\n<li>Proven experience in development project management and capacity building.\u00a0<\/li>\n\n\n\n<li>Demonstrated strong experience in conducting capacity needs\/gaps assessments.\u00a0<\/li>\n\n\n\n<li>Strong understanding of capacity development,\u00a0public sector\u00a0governance, and public\u00a0financial management.\u00a0<\/li>\n\n\n\n<li>Excellent\u00a0proposal writing,\u00a0stakeholder engagement,\u00a0analytical writing, and communication skills.\u00a0<\/li>\n\n\n\n<li>Experience working with pan-African or regional institutions will be a strong advantage.\u00a0<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">9.&nbsp;Consultant\u2019s Input and&nbsp;Reporting&nbsp;Requirements&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;selected&nbsp;Consultant will work closely with&nbsp;staff of ACBF and&nbsp;will report to the Director of Ubora Academy, or&nbsp;its&nbsp;designated&nbsp;person.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">10. Evaluation of the proposals<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The selection method for this assignment is individual consultant&nbsp;selection. The technical evaluation committee shall evaluate the CVs and experience based on their responsiveness to the Terms of Reference, with a minimum technical score&nbsp;required&nbsp;being&nbsp;70&nbsp;Points&nbsp;specified below. Location and Working Arrangements&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">This assignment is both a field and home-based consultancy.&nbsp;The Consultant will be given access to ACBF relevant information such as project information and reports as well as online research resources. The Consultant&nbsp;will&nbsp;be responsible for&nbsp;providing her\/ his\/their own workstation (i.e., laptop, internet, phone, scanner\/printer, etc.) and access to reliable internet connection. In case of travel to member countries, ACBF will&nbsp;be responsible for&nbsp;all related costs.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">12.&nbsp;Language&nbsp;<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">All reports and documents must be presented in English&nbsp;and in Roboto 12 format with ACBF Logo.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading is-style-border-botton-green\">14. Application Process<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Consultancy firm should submit the following:\u00a0<\/strong>\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Consultant\u2019s CV and cover letters including three references with full contact details.<\/li>\n\n\n\n<li>\u00a0A technical proposal detailing the proposed approach and methodology for the assignment.\u00a0<\/li>\n\n\n\n<li>A financial proposal detailing the consultancy fee and other related costs encrypted with a password<strong><em> (The financial proposal with a password protected should have a budget breakdown as per the deliverables depicted in table 1 above). <\/em><\/strong>Please note that this assignment is being implemented within a restricted budget; therefore, Consultants are strongly encouraged to submit efficient, realistic, and competitive financial proposals to enhance their chances of success.<\/li>\n\n\n\n<li>Three examples of similar assignments undertaken in the past 5 years.
