With the adoption of its Poverty Reduction Strategy Paper, the implementation of its Transitional National Development program and the development and implementation of its Vision 2025, Zambia recognized the need for support for effective economic governance through better policy formulation, implementation and monitoring in concert with the private sector and civil society. In April 2004, the Executive Board approved a grant of US$ 1.5 million to ZIPAR.
The overall goal of ZIPAR is to improve economic governance in Zambia through the establishment of the Zambia Institute for Policy Analysis and Research for use by those government institutions responsible for the various aspects of economic policy formulation and implementation, as well as the private sector and civil society
