The role of national focal points, by design, was to oversee initial national capacity assessments whose results were used for the formulation of a national and/or sectoral capacity development policy, strategy and program. Also, they were expected to coordinate the identification, design and preparation of capacity building programs and projects and the evaluation of the eligibility of grants proposals prior to forwarding them to the ACBF Secretariat for appraisal. In addition, they were the main contact points for donors seeking to support capacity building and played a role in coordinating assistance efforts. Finally, national focal points monitored program and project implementation, and coordinated evaluations of capacity building policy, programs and projects to learn lessons from experience.
